Jessie Weegar Klicka, wife of Emil Klicka was a pioneer of the San Diego County backcountry.  She had a local reputation as an excellent horsewoman and markswoman.  She attended schools in Yuma, Arizona and Our Lady of Peace Academy in San Diego.  She passed away in 1957.

Emil Klicka, her husband was born in Chicago, Illinois and moved to San Diego County in the 1920’s.  He became an outstanding citizen of the community.  He was a vice president of Bank of America.  Early in his career, he established commercial enterprises in the undeveloped North Park area of San Diego, including establishing the Klicka Lumber Company, for which he was recognized as having outstanding foresight.

Later in his career, he was instrumental in bringing Consolidated Aircraft (Convair) to San Diego from Buffalo, New York.  He was treasurer of the 1935-1936 Exposition in Balboa Park, a Port of San Diego Harbor Commissioner and for sixteen years secretary of the Pilot Commission of San Diego Harbor.  In addition to his many contributions to the San Diego Community, he was active in the establishment of the Del Mar Racetrack.

In 1959, upon the death of Emil Klicka, his will established the Jessie Klicka Foundation, a scholarship foundation, the purpose of which is to assist deserving San Diego City and County high school students to receive a college education. Stephen Klicka, great-nephew of Jessie and Emil, serves as the President of the Foundation, along with other family members, Milissa Klicka, Katharine Klicka, Erika Bonham, Mark Paynter, and Andrew Klicka.

San Diego City and County High School Seniors who have financial need are eligible to apply to receive a $1,000 - $3,000 a year scholarship to a 4-year university or to a community college with intent to transfer to a 4-year university.
